Ok, so we all know the story up to now. Mossman escaped with Eli in an advisor pod from the citadel, then departed bound for the arctic. However, seeing that the gap between the end of HL2 and Episode 1 was about a few hours (Seeing as it was dusk in HL2 and night in Episode 1), it seems unlikely that Mossman could have reached the Arctic in merely a few hours, provided that Half-Life 2 takes place somewhere in the Middle East. Given the Soviet architecture, it could possibly be Ukraine or Belarus.
That is where my theory comes in.
We all know that the G-Man can freeze time at his leisure. Undoubtedly, he orchestrated every move in HL to Episode 2. So could he have orchestrated the event of Mossman heading to the artic in a few hours?
